Kong without prior reference to the Chinese Minister in.

London, an assurance has been received from the exporters

to the effect that Hong Kong was the ultimate destination

of the goods and that they were intended for local use or

for demonstration to a foreign Government within the

colony. The present case does not fall within this

category.

C.R.T.3165/33 is being addressed to you on the bearing of

the Barcelona Convention and Statute on Freedom of Transit

on the general question of transit of arms through Hong

Kong.

Copies of this letter have been sent to the Foreign

Office and to the Air Ministry.
